Google result preview
The title and description are what the visitor sees before they even enter the site. If the title is too long, Google truncates it; if the description is empty, Google generates its own. The tool shows how it will actually appear on desktop and mobile, and measures the length as you type.
Titles up to 60 characters and descriptions up to 155 characters are considered safe.

No. Google sometimes picks a different snippet from the page if it better matches the search. A good description still improves the odds.
